TUEM Deloitte Flash #2: MUAC to become a private business unit and no longer an international organisation
The governance arrangements of the EUROCONTROL organisation or its legal framework were specifically excluded from the study in the terms of reference. And probably for good reasons: in the past decade alone, there have been at least three studies that examined the institutional setup of Maastricht UAC. A fourth one is currently underway, on the initiative of MUAC’s four governing states, with the results expected in June. Deloitte and the stakeholders that were polled (spoiler: the set of questions was different for each!) appear to be blissfully unaware of the previous work done in this respect. Worse, by allowing Deloitte to step outside their mandate for the review, the Director General appears to have purposely
undermined the ongoing study before it properly kicked off.
EUROCONTROL was founded with the provision of pan-European air traffic control as its core business – there is a strong hint in the name of the organisation! Over the past 50 years, Maastricht UAC has been by far the most consistently successful component of the Agency. It is the embodiment of the Single European Sky and of the European idea that cooperation yields better results than competition! To list our centre under “weaknesses to be addressed” is a grave insult to all past and present MUAC staff.
What is more, to risk MUAC’s success and achievements using a few gratuitous slogans and some random, unverified and wrong opinions shows a complete lack of responsibility towards all stakeholders, including MUAC’s staff, the Member States and the airspace users. That lack of responsibility is shared by Deloitte and whoever made this suggestion, but above all, with the instigator(s) of this poorly executed, expensive review.
TUEM is confident that the EUROCONTROL Member States will see through this elaborate farce and will hold those responsible for this abominable Deloitte review fully accountable for damaging the reputation of Maastricht UAC and EUROCONTROL!
