Even without Deloitte putting it on paper, it is abundantly clear that Mr Brennan perceives the social dialogue within the Agency as a cumbersome annoyance: he has attended less than 1/3 of the full meetings during his tenure as EUROCONTROL Director General. There are good reasons for the Staff Regulations being all encompassing and elaborate.

Over the past 50 years, Maastricht UAC has been by far the most consistently successful component of the Agency.
